SINGAPORE: The entertainment industry could soon see more performances and bigger acts coming to Singapore’s shores.

To attract these internationally-rated acts, the Government will reduce the tax companies have to pay when they bring in a non-resident performer, said Finance Minister Tharman Shanmugaratnam.

The withholding tax rate of non-resident public entertainers will drop from 15 per cent to 10 per cent for five years.

“Singapore’s entertainment scene is emerging as an important part of our appeal as a global city,” said Mr Shanmugaratnam.

Mr Ross Knudson, owner of LAMC Productions, which has brought in international acts such as Muse and Lady Gaga, described the news as “fantastic”.

Organising a show at the Singapore Indoor Stadium, he said, could cost more than a million dollars. “It would really increase the viability of bringing in more shows … and bigger acts,” he said.

“We don’t have many sponsors in this market … so anything which helps us reduce risk is a tremendous help.” And being able to bring in more shows has its benefits, from attracting more tourists to having more locals hired to work on the productions, said Mr Knudson. “It generates a lot of revenue in and around the shows.”

SINGAPORE: The Media Development Authority (MDA) has pumped in more money to support public broadcasting of Malay and Tamil programmes by MediaCorp.

Acting Minister for Information, Communications and the Arts Lui Tuck Yew said funding for Malay programmes went up by 12 per cent, while that for Tamil programmes was higher by 27 per cent compared with FY 2008.

He said this in Parliament, in response to questions from MP for Hong Kah GRC, Zaqy Mohamad.

Mr Zaqy wanted to know how big the increase in funding is, as well as how often the MDA reviews the funding and the proportion of re-runs on the Malay and Tamil channels.

Mr Lui said the increased funding has improved the quality of programmes and reduced repeat rates. For example, the repeat rate for Vasantham, MediaCorp’s Tamil language channel, is comparable to Channel 8. And that of Suria, the Malay language channel, is comparable to Channel 5 and Channel NewsAsia.

Mr Lui said the true test is in viewership, and pointed out that Suria and Vasantham have done well.

Compared with three years ago, viewership for Suria has gone up more than 65 per cent during the prime time belt to about 67,000 last year.

Prime time viewership for Vasantham has gone up by about 50 per cent, to 36,000 viewers since it was launched as a standalone channel.

Kuala Lumpur: Effective March 1, all radio stations are required to air songs from local singers’ new albums or singles, Information Communication and Culture Minister Datuk Seri Dr Rais Yatim said. The requirement, aimed at spurring the local music industry, would also be made a precondition in the issuance of radio licence, he said.

“I believe radio stations will have no problem adhering to this compulsory requirement,” he said. The directive, made under Section 33 of the Communications and Multimedia Act 1988, was because there were little efforts shown by radio stations to promote local songs. Section 33, among others, stipulates that the Minister, at any time, has the power modify or vary the special conditions of an existing licence. Asked why the government was imposing such a “drastic” measure, Rais said the trend in the industry which did not favour the local music scene.

“There are radio stations which couldn’t care less about the local music. They tend to amuse themselves with foreign songs and not giving due attention to the ‘love the Malaysian music’ programme,” he said. Rais said the move was also to rejuvenate the country’s “ailing” music industry which saw the value diminishing from RM200 million a year in 2001 to RM70 million a year at the moment. Apart from making it compulsory to air local songs, the Ministry would also strive to address other issues encumbering the industry such as piracy and illegal downloading of songs via the Internet.

He also said that a music department would be set up under the Ministry in the efforts to strengthen the country’s music industry. On the accreditation certificate, which was presented to nine music groups and an individual, Rais said, it was aimed at enhancing the quality of local artistes and musicians. Those accredited would be given priority to perform in hotels, he said.

Previously, there were complaints from organisers and the hotel industry that they had difficulties hiring quality local artistes. “The Ministry will set up a monitoring committee to ensure that 70 per cent of performing artistes are sourced locally and the rest from abroad,” he said. He also suggested that the Padang Merbok in the national capital be made a hub for public performance involving music and theatre groups as well as comedians and veteran artistes.
